EU Instant Payments Regulation: Euro Transfers in 10 Seconds

1Introduction

Regulation (EU) 2024/886 on instant credit transfers in euro entered into force in April 2024. Euro-area payment service providers that offer standard euro transfers must be able to receive instant payments from January 2025 and send them from October 2025, completed within 10 seconds, 24/7.

2Discussion

Instant transfers may not cost more than standard transfers. Providers must also verify that the payee’s name matches the IBAN before the payer authorises the payment, warning of mismatches to reduce fraud and errors.

3Conclusion

Sanctions screening moves from per-transaction checks to daily screening of client lists, preserving speed. The regulation shows how lawmakers can target speed, cost and security together.
